UNOPS Individual Contractor Agreement
UNHCR may outsource some HR functions to the United Nations Office for Project Services. In particular, the UNHCR Regional Representation in Rome is collaborating with UNOPS for: issuance of Individual Contractor Agreement (ICA) contracts after UNHCR has taken care of the personnel selection process, contract extension, separation procedures, and wage payment.
The most frequent circumstances for engaging individuals in ICAs are the following: (i) when work relates to a project assignment and is required for a defined period of time; (ii) when available staff members cannot provide the required services for lack of specialized knowledge or expertise; (iii) as temporary replacement of personnel performing core support and administrative functions.
